Ang kanyang magulang ay sina Pedro Medina Agoncillo (ng Taal, Batangas) at Feliza Zaraspe Adan (ng Lemery, Batangas). Lumaki sa Intramuros, Maynila, at nakapagtapos ng kanyang doctorate degree (Ph. B.M.A.) noong 1934 at Philosophy (1935) sa Unibersidad ng Pilipinas. Nagawaran din siya ng Doctors of Letters, Honoris Causa, mula sa University of Central Philippines, taong 1969.
Ang kanyang mga aklat na isinulat mula sa pananaw ng isang Pilipino para sa mga Pilipino ang pinakamagandang pamana ni Teddy sa bansang Pilipinas. Ilan sa kanyang mga libro ay ang mga sumusunod:
